Planning begins for Eagle Hills project in Krtsanisi forest park

TBILISI, July 3, 2026. Planning work is starting for the Eagle Hills, a development project in Krtsanisi forest park which caused controversy last year.

Gardabani municipality said Friday that a development plan is being prepared for part of the territory of Tbilisi and Gardabani municipality, inside Krtsanisi forest park, Interpressnews reported.

The project area covers 6,335,813.3 square meters and lies on both sides of the Mtkvari river. According to the municipality, it is also directly connected to the S4 international transport corridor.

The planning process follows a Georgian government resolution from 2026 that granted the area the status of a special regulation territory.

Gardabani municipality said the development plan is being launched on the basis of a private initiative.

According to the municipality, the main goal is to create a high-quality, quiet, low-intensity and low-density development that is integrated as much as possible with nature.

Most of the area is expected to be used for individual housing, mainly villas and townhouses. A smaller central part of the development would include public and social infrastructure.

The statement did not give a construction start date or say when the development plan is expected to be completed.

The announcement is important because the Eagle Hills project has become one of the most closely watched large development plans around Tbilisi. The latest step does not mean construction is starting immediately, but it moves the project into the formal planning stage for a large area of forest park land.

The municipality said interested parties may submit opinions to the Spatial and Urban Development Agency. Comments can be delivered to the agency’s office at 154 Davit Aghmashenebeli Avenue in Tbilisi or sent by email to sajaro.gankhilvebi@suda.gov.ge.
